Air carriers must present not only specific master air waybill (MAWB) data via the Air Automated Manifest System (AAMS) but are also responsible for the submission of all house air waybill (HAWB) data of consolidated shipments should this not be submitted directly by a party expressly authorized by CBP.

The following pages are for your guidance and should be read carefully to ensure a smooth cutover to the new US Customs requirements.

Guideline for information on the Air Waybill

A consolidation shipment is a shipment consisting of one or more HAWBs. A “Single” AWB is where the actual shipper and actual consignee are entered on the master AWB and there is no HAWB.

  • Shipper information
    For consolidated shipments, the identity of the consolidator is sufficient at the MAWB level. For non-consolidated shipments, the actual name and address of the foreign vendor or supplier or manufacturer must be provided.
  • Consignee information
    For consolidated shipments the identity of the broker or receiving agent is sufficient at the MAWB level. For non-consolidated shipments, the name and address of the actual party to whom the cargo will be delivered must be provided.
  • Cargo description
    For all consolidated shipments (shipments consisting of one or more HAWBs) the description indicated in the “Nature and Quantity of Goods” box of the MAWB must read: “CONSOLIDATION AS PER ATTACHED MANIFEST”. For non-consolidated shipments, a precise description of the goods must be provided. Generic descriptions such as “freight of all kinds” are not permitted.
  • Eligible filer code (if applicable)
    Should a consolidator qualify for submission of HAWB data directly to AAMS or elect a third party (e.g. Container Freight Station) to submit HAWB data on it’s behalf, the appropriate identifier (ABI or FIRMS code) must be provided in the “Handling Information” box of the MAWB. This code must be clearly preceded by the text: “HAWB submission by:”. In the absence of such instruction the carrier is legally obliged to submit all HAWB data to AAMS.
  • Other Charges (if applicable)
    FHL charge must be entered under Other Charges due Carrier with code "CG". Manual Entry charge must be entered under Other Charges due Carrier with coce "CC".
  • FIRMS code (if applicable) 
    Should a shipment be transferred (within the limits of the airport of entry) to a Container Freight Station or another local transfer facility other than the carrier’s warehouse, this must be clearly indicated in the “Handling Information” box of the MAWB (e.g. “Local transfer at Destination to: [FIRMS]”).
FHL Charge / Manual entry charge
  • Messages
    For FHL messages, a fee of € 1,90 will be charged per HAWB. The total amount for all HAWBs must be entered on the MAWB under “Other charges” due carrier with the Charge Code “CG”.
  • Manual data entry
    For manual data entry, a fee of € 7,30 will be charged per HAWB. The total must be entered on the MAWB under “Other charges” due carrier with the Charge Code “CC”.


Please note:
Should any HAWB data submitted electronically need correction, then the fee for manual data entry of  € 7,30 per HAWB will be applicable. Only consolidated shipments which are clearly marked with the appropriate other party’s identifier or eligible filer code (as shown in Guidelines for Information on AWB) will be exempted from “CG” and “CC” charge generation.

Commodity description from US-Customs and Border Protection (CBP)

"Cargo descriptions are one of the most important elements to assist CBP in precise targeting, and it is in the trade’s interest to become precise and compliant as quickly as possible". (Statement from CBP)

CBP published a guideline which terms of description are acceptable and which are not. The list will be updated by CBP on regular basis.

Please inform all concerned and take care on commodity descriptions during acceptance.

In case the CBP requirements are not met such shipments do not qualify for “ready for carriage”.

The following table contents examples for not acceptable and acceptable descriptions of products and is update in the future by CBP on a regular basis.

Guidelines for document set

Consolidation Manifest

For each consolidated shipment, even if the consolidation consists of only one HAWB, a detailed consolidation manifest containing the following information must be provided:

  • House Air Waybill Number
  • 3 letter code of the airport of origin of the HAWB
  • 3 letter code of the airport of destination of HAWB
  • Precise description of goods on the HAWB
  • Number of pieces of the HAWB
  • HAWB weight
  • Shipper´s name and address
  • Consignee´s name and address

Austrian cargo requires a copy of the detailed consolidation manifest attached to the Master Air Waybill for each consolidation shipment at time of acceptance. If such a detailed consolidation manifest cannot be provided, then a copy of each HAWB must be attached instead.

Method of transmission
  1. Submission by forwarder or elected third party
    If you are an eligible electronic filer and you have been authorized by CBP to submit your HAWB data directly to AAMS you may do so. You may elect any third party authorized for direct submission of HAWB  data to AAMS (e.g. Container Freight Station, Importer, Customs Broker, etc.)

    No fee for HAWB data check or transmission will be charged by Austrian Airlines cargo if the appropriate filer code (ABI and/or FIRMS) is shown in the “Handling Information” box of the MAWB.

    Although not mandatory, we would appreciate receiving FHL/2 messages from you to ease customs communication in case of split shipments. No “CG” charge would apply in this case.
  2. Submission by Austrian Airlines cargo
    You may send FHL/2 Cargo-IMP messages via any service provider or VAN to Austrian Airlines cargo. These messages must contain full shipper and consignee information and the precise commodity description for each HAWB. Any arrangements with such service providers and eventually related communication costs are to be borne by the sender of such FHL/2 messages.

    If you are a registered user of Cargo Portal Services (CPS) you may input  your HAWB data through this website. Registration is free of charge and self-explanatory.

     If you are able to generate Cargo-IMP  FHL/2 messages via e-mail (SMTP), the automatic data flow into the Austrian Airlines cargo system for transmission to AAMS can be arranged. Please contact CFDTeamProcedures@austrian.com for further information.
    If neither of the options stated above are suitable or feasible for you, Austrian Airlines cargo will be obliged to enter all mandatory HAWB data from the consolidation manifest or the attached HAWB copies.
